Policy Context

Labour Party Conference 2006 saw the official launch of an important fourth workstream for SERA on the built environment. Nearly 50 per cent of the UK's emissions of carbon dioxide are attributable to constructing, maintaining and occupying buildings. It is therefore vital that buildings are as energy efficient as possible, in particular homes, which account for 27 per cent of total UK carbon emissions. Our homes are also responsible for 50% of water use and 10% of waste.

Given the significant impact the built environment has on the environment, this is an important area for SERA. It is also timely, given the government's plans to build 1.1 million new homes by 2016, many in the south east, as part of the Sustainable Communities Plan. This workstream will compliment SERA's other work being carried out in the areas of waste, transport and energy.
